For generations Indonesia’s Sangihe Islands chain has been a smugglers’ paradise, an illegal trade route between North Sulawesi and the southern Philippines for fishermen selling fish and Indonesian cigarettes, and buying cheap Filipino consumer goods and alcohol for an eager home market.
With their small boats loaded in both directions they have sailed back and forth to the Philippine trading port of General Santos, along the way sheltering in the harbours and inlets of uninhabited islands in the Celebes Sea to evade authorities.
